Charley Haughney is a Senior Consultant at Talisman. Prior to his retirement from the U. S. Nuclear Regulatory Commission, he held several important management positions, including Deputy Director and Acting Director, Spent Fuel Project Office (SFPO); Co - Director of the Joint DOE – NRC Task Force on External Regulation of DOE; Chief of the Fuel Cycle and Material Safety and Transportation Branches in NMSS; Chief of the Special Inspection and Events Assessment Branches in NRR; and NRC Emergency Officer for both reactor and nuclear materials events

He has nearly 40 years of nuclear safety experience and has been heavily involved in the licensing and inspection activities of NRC licensed nuclear reactors, nuclear spent fuel storage and transportation casks and facilities, and nuclear fuel cycle and enrichment facilities. Mr. Haughney also served in several key positions in the U. S. Navy's Nuclear Propulsion Program, including Chief Engineer of a nuclear attack submarine.

Mr. Haughney has testified before the NRC Commission on safety and environmental issues involving spent fuel storage and transportation. He has testified before state and local government hearings on spent fuel storage, and was the NRC's principal spokesperson on spent fuel storage and transportation during the 1990s. Mr. Haughney has provided litigation assistance on cases involving NRC regulatory actions, and on a utility – DOE spent fuel lawsuit. He also conducted detailed reviews of the operational and safety readiness of chemical weapons destruction facilities. He holds a B.S. degree in Physics from Rensselaer Polytechnic Institute.
