Cornelius Holden is a Nuclear Safety Consultant with Talisman. Mr. Holden retired from the Nuclear Regulatory Commission after 36 years of federal service. Mr. Holden's experience includes Nuclear Power Plant Safety, Licensing, Inspection, Regulatory Development, and Engineering. As the Director of the Division of Risk Assessment, he directed the review of risk informed applications and the development of risk informed policy and guidance. As the Deputy Director of the Division of Licensing Project Management in the Office of Nuclear Reactor Regulation, he directed the review of licensing change applications including power uprates and all other technical specification and design basis change reviews. He has extensive inspection experience including regional, resident and headquarters inspection experience. He was instrumental in the development of the Reactor Oversight Process as a supervisor in the Inspection Program Branch. He directed the NRC review of the nuclear power plant response to the Northeast Electrical Grid Blackout of 1993. Mr. Holden received a B. S. degree in mechanical engineering from the U.S. Naval Academy.
