


Chuck Serpan is a Consultant at Talisman. He retired from the U. S. Nuclear Regulatory Commission following 42 years of service to the Federal Government including almost 25 years as Chief of the Materials Engineering Branch in the Office of Nuclear Regulatory Research where he guided contract research on regulatory and licensing issues of high-priority safety issues for primary system integrity in the area of fracture mechanics, pressure vessel integrity and radiation embrittlement, piping integrity, steam generator and SG tube integrity, and non-destructive examination. As Chief of the Generic Issues Branch, he guided development of technical bases and regulatory documentation for a variety of other critical licensing issues.
Mr. Serpan was the Nuclear Safety Attaché at the U. S. Mission to International Agencies in Vienna (UNVIE), where he was responsible for liaison between the NRC, State Department and DOE, with the Nuclear Safety and Nuclear Energy Departments of the International Atomic Energy Agency. He chaired working groups and committees of the IAEA, OECD Nuclear Energy Agency as well as ASM and ASTM in the US, in the areas of neutron dosimetry and structural integrity for commercial nuclear reactor primary systems of both Western and Soviet design.
Mr. Serpan conducted critical research on the causes and effects of radiation embrittlement on pressure vessel steels at the U. S. Naval Research Laboratory, physical metallurgical studies on SNAP heat sources at the Glenn L. Martin Company, and on Uranium salts and Plutonium metal at AEC’s Mound Laboratory. Mr. Serpan holds a B.S. degree in Chemistry from Ohio University, and an M.S. Degree in Materials Engineering from the University of Maryland.
