


Ellis Merschoff is a Senior Nuclear Safety Consultant at Talisman. Mr. Merschoff retired from the U.S. Nuclear Regulatory Commission (NRC) in 2005 after 37 years of Federal service. In his career at the NRC, he served in various positions of increasing responsibility including Regional Administrator of the NRC’s Region IV office with responsibility for licensing and safety oversight of the use of nuclear materials and the operation of nuclear power plants in the western half of the United States; Chief Information Officer with overall responsibility for the development, operation, and security of the NRC’s information technology and information management systems; and Deputy Executive Director for Operations with overall responsibility for the safe construction, licensing, operation, and decommissioning of nuclear reactors in the United States. Mr. Merschoff served a total of 26 years in the United States Navy, including 12 on active duty aboard the Navy’s large nuclear-powered surface ships, and 14 years in the U.S. Naval Reserve as an Engineering Duty officer.
He has participated in international safety missions at nuclear facilities in China, Russia, and India and has worked periodically with the International Atomic Energy Agency in Vienna, Austria. In 2000, he was awarded the highest honor given for managerial excellence in the U.S. Federal Government, the Distinguished Executive Award, by the President of the United States. Mr. Merschoff holds a B.S. Degree in Aerospace Engineering from the United States Naval Academy and a Master of Science degree in Mechanical Engineering from the Massachusetts Institute of Technology.
