


Herb Fontecilla has over thirty-seven years of experience in the nuclear industry. He has extensive experience in the areas of reactor licensing and regulation, accident analysis, nuclear waste, environmental impacts, and Price-Anderson legislation. He was substantially involved in the development of policy and regulations for license renewal and the licensing of new plants, and has been an expert witness in NRC licensing proceedings and tax exemption cases. Mr. Fontecilla is familiar with Congressional actions and legislation pertaining to nuclear power issues.
Prior to his retirement from Dominion, Inc. in 2004, Mr. Fontecilla was the regulatory affairs adviser for Dominion Generation and Arizona Public Service. He was a vice-president with The Flanagan Group; licensing manager for DiBenedetto Associates; and manager for nuclear projects and administration for Nutech Engineers. Previously, he had worked for nine years at the Nuclear Regulatory Commission. He has also worked for the Stone & Webster Engineering and Bechtel Power companies and has done independent consulting for management and engineering companies.
Mr. Fontecilla holds a B.S. degree in Engineering Physics and a Masters degree in Nuclear Engineering both from Cornell University. He is currently on the board of directors of the American Nuclear Society and chaired its Public Policy Committee from 2000 to 2005.
