


Jesse Funches is a Senior Consultant at Talisman. He retired from the U.S. Nuclear Regulatory Commission (NRC) in 2007 after 37 years of Federal service. At the NRC, Mr. Funches held various senior level management positions where he was involved in developing the programs, processes and policies for regulating the civilian use of nuclear power and nuclear materials. He served as the Chief Financial Officer (CFO) during his last 10 years with the NRC. In this position, he reported to the Chairman and participated as a key member of the agency’s senior management team that established agency long and short term strategy, and policy for regulating the civilian use of nuclear power and nuclear materials. He worked closely with the Chairman, Commissioners, and program managers on the budget, plans and strategies to license new power reactors, and review the Department of Energy high level waste repository application. While at the NRC, Mr. Funches also managed program, policy and analysis staffs and reported directly to the office directors for Nuclear Reactor Regulations, and Nuclear Materials Safety and Safeguards. In these positions, he provided assistance and advice to the directors on all aspects of office management and administration, including program development and implementation.
As the NRC CFO and Deputy Controller, Mr. Funches directed all aspects of agency-wide budgeting, financial accounting and reporting, performance measurement, and planning. He served as the primary interface with Congress and the Office of Management and Budget (OMB) on financial matters. He was as an active member of the Federal Chief Financial Officer Council, interacting with the OMB managers and Federal Chief Financial Officers to resolve government-wide financial management issues.
Mr. Funches is a three-time recipient of President’s Meritorious Rank Award for Senior Executives (1988, 1994, and 2003), and a two-time recipient of the U.S. Nuclear Regulatory Commission Distinguished Service Award (1988 and 2007). In 2004, he received the highest award for financial management excellence in the Federal government - the Joint Financial Management Improvement Program Donald L. Scantlebury Memorial Award. Mr. Funches earned his Master of Business Administration from Loyola College in Baltimore, Maryland, a Master of Science in applied mathematics from the University of Illinois, and a Bachelor of Science in mathematics from Jackson State University.
