


Joe Gray is a Senior Nuclear Safety Consultant to Talisman since his retirement from the U S Nuclear Regulatory Commission. He has more than 30 years experience in the regulations and licensing requirements of the NRC. Prior to his retirement from the NRC, Mr. Gray served as the Associate General Counsel for Licensing and Regulation. He was responsible for directing and overseeing the Legal Counsel, Legislation and Special Projects Division (10 —12 attorneys) and the Rulemaking and Fuel Cycle Division (12 —14 attorneys) in the Office of the General Counsel. Work of the divisions includes import and exports licensing, development of legislation and interactions with Congress and OMB, PriceAnderson implementation, FOIA administration, all agency rulemaking, Agreement State administration and materials and waste licensing and regulation. His recent significant regulatory work included major input to, and successful support for the commercial nuclear provisions of the Energy Policy Act of 2005, a rewrite of all of 10 CFR Part 2 (hearings/rules of practice), a major rewrite of Part 52 on new reactor licensing., a rewrite of the SGI rules, a rewrite of the security regulations in 10 CFR Part 73, a major revision to the fitnessforduty requirements in 10 CFR Part 26 and a substantial update and revision to the NRC's Waste Confidence findings and rule. In the spring of 2009, Mr. Gray took on additional responsibilities, serving as Acting Deputy General Counsel until his retirement from NRC at the end of 2009. Mr. Gray received two NRC Meritorious Awards, the US Meritorious Rank Award, and the Pennsylvania State University Outstanding Engineering Alumni Award. He received a BS in Nuclear Engineering from Penn State University, a MS degree in Nuclear Engineering from Carnegie-Mellon University and a JD from Dickinson School of Law.
