John Piper is a Senior Security Consultant to Talisman and is a Partner in the firm. He is an expert in Security Risk Management, Technical Security systems and engineering, and Information Security with an active U.S. Government security clearance. He has comprehensive knowledge of the complexities of asset, threat and protective systems interactions and provides a unique executive perspective to security programs and practices. Over a 35-year+ career, he has accomplished several long-term tours of duty serving in the capacity of managing a global commercial security operation for a multi-billion dollar, Multi-national Corporation, a Special Projects consulting service to the Federal Government, and as a Senior Manager of a federal government Security Division.

Mr. Piper was the Manager of Security Risk Management and Engineering for the Global Security Department, the Brussels Center and New Jersey Security Programs for ExxonMobil Corporation spanning nearly 15 years. He has performed roles in Program and Project Management, Risk Management and Qualitative Security Risk Assessments, Security Engineering and Information Security, including cyber security. As senior staff participant, he was responsible for development, review, and application of security and safeguards policies and best practices for virtually all aspects of security throughout ExxonMobil. He managed security programs through 83 advisors, 500 site-security counterparts covering over 1350 facilities worldwide. As Manager of Security Business Center in Brussels from 2001-2004, he directed the activities of over 200 security advisors and site security counterparts in 70 countries, including Europe, Middle East, Russia and CIS.

Mr. Piper was Vice President of the Special Projects sector for SCIENTECH, Inc. He was responsible for and served multiple federal government clients, most notably the Department of Energy (DOE), Department of Transportation (DOT) and the Nuclear Regulatory Commission (NRC). He managed the Safeguards and Security Program for DOE’s New Production Reactor Program ($5 billion project to produce tritium), and conducted classified activities for Office of Threat Assessment. Mr. Piper managed the development and implementation of new and updated technical security systems for the Social Security Administration (SSA) and the Government Accounting Office (GAO).

Mr. Piper was the Manager of the Technical Security Division of the United States Secret Service at the White House, which included managing the activities of 200 engineers and technical specialists in support of the President, the White House Complex, and Treasury Department facilities. He managed an annual budget of over $250 million and was Chief Requisition Officer for all technical security systems at White House and Treasury facilities. He served on an array of Intelligence Community technical committees, all of which are classified. Mr. Piper managed the Forensic Science Division and served in the Presidential Protection Division of the White House (throughout two administrations) and conducted federal criminal investigations in Field Offices. He testified before the US Senate Appropriations Committee (Senator Glenn) on R&D effectiveness. He served as the Chairman of the White House Information Systems Security Advisory Group, and implemented intelligence community Trusted System Criteria in classified environments, electronic and otherwise. John Piper possesses a Master of Science Degree in Operations Research from The University of Pennsylvania.
