Leon Reiter is a consultant to Talisman with over 30 years experience in issues related to earthquake hazard, including senior level technical positions at the U.S. Nuclear Regulatory Commission (NRC) and the U.S. Nuclear Waste Technical Review Board (NWTRB). He is an expert in the application of seismic hazard studies to regulatory issues. While at the NRC, he was personally involved in the analysis and review of seismic hazard at nuclear facilities in 30 states and provided assistance to eight foreign countries. Dr. Reiter had the lead technical responsibility for the application of state-of-the-art methods to regulatory problems such as probabilistic seismic hazard analysis, numerical ground motion modeling, and site specific earthquake ground motion spectra. The techniques were applied to nationwide issues such as the Systematic Evaluation Program for older nuclear power plants, and resolution of the Charleston earthquake issue. He provided testimony before six NRC Licensing and Appeals Boards and provided comments at Congressional hearings. While at the NWTRB, he served as lead technical staff on oversight of the seismic and volcanic issues and performance assessment related to DOE’s Yucca Mountain High Level Waste Disposal Project. Dr. Reiter advanced the use of probabilistic seismic hazard analysis in regulatory decision-making and authored what may be the first book ever published devoted to earthquake hazard analysis.

Dr. Reiter has a B.A. degree in Geology from Brooklyn College, and an M.S. in Geology, M.A. in Mathematics, and a Ph.D. in Geology, all from the University of Michigan.
