


Ms. Williams joined NRC in 1988 as an MC&A inspector at facilities enriching uranium and manufacturing high-enriched and low-enriched nuclear fuel. Prior to joining NRC she was safeguards statistician and manager of the safeguards statistics group at Nuclear Fuel Services, Erwin, Tennessee. From 1992-2000 she was secunded to the IAEA, where she was a statistician in the Department of Safeguards, Division of Concepts and Planning, responsible for evaluating IAEA inspection results and training IAEA inspectors in the fundamentals of statistical sampling and material balance statistics.
Ms. Williams is a Member at Large on Accredited Standards Committee N15 on Methods of Nuclear Material Control and chair of the ANSI N15.8 subcommittee. She led a team of NRC, Department of Energy, and nuclear industry representatives that wrote ANSI N15.8-2009, “Special Nuclear Material Control and Accounting Systems for Nuclear Power Plants,” which was approved by the American National Standards Institute in February 2009. In 2007 she was elected a Fellow of the Institute of Nuclear Materials Management (INMM) and in 2005 she received the NRC Meritorious Service Award in recognition of her contributions to the development and implementation of the NRC’s MC&A Inspection Program. She has lectured and presented numerous papers both nationally and internationally on the topics of material control and accounting and international safeguards, including presentations for the US Department of Energy in China and Russia.
Ms. Williams holds an M.S. in Mathematics from East Tennessee State University and a B.A. in mathematics and physics from Agnes Scott College in Decatur, Georgia.
