


Niel Skousen is an Information Security and Special Projects Consultant with Talisman International. Mr. Skousen has 28 years of professional experience as an Electrical Engineer and was the former Director of Talisman's Information Security and Special Projects Group. He also has over 15 years experience in computer security activities with the last 10 years in Risk Assessment, Information Security, and Technical Security specialties. He has led large and small teams in providing comprehensive information security assessment, design, and support to various government and commercial clients. Mr. Skousen has designed, managed, and certified systems under both DOE and DOJ (NIST-based) cyber security regulations. While managing an unclassified DOE system, Mr Skousen successfully managed a significant contamination security incident without disrupting operations or any compromise of sensitive information. In addition he has developed and implemented NRC SGI-compliant systems for DOE programs and has managed and certified classified systems under NISPOM and DCID cyber security requirements.
He has provided Information Security and Technical Security assessments and consulting services around the world for multi-national oil companies, banks, and pharmaceutical firms. He also has provided expert technical guidance in support of domestic and international litigation efforts. This work has included field investigation, technical investigation and data recovery from mainframes, personal computers, and personal computer networks in support of litigation and investigation needs. During his career he also has been involved a wide variety of RF, antenna design, and electro-magnetics research programs for a broad spectrum of commercial and government projects and products. In addition, Mr. Skousen has in-depth experience in software and hardware development. He holds a Certified Information Systems Security Professional certification (CISSP). Mr. Skousen has a B.S. degree in Electrical Engineering from Brigham Young University.
