Dick Rosano is a Director of Security Regulatory Services at Talisman and is a Partner in the firm. He has over 30 years experience in executive and management levels in nuclear security, critical infrastructure protection, and incident response. In his current position with Talisman, Dick is responsible for the development, management, and regulatory oversight for security programs at Talisman’s client sites. Specific ongoing projects include consulting services in NRC licensing, risk assessment, critical infrastructure protection, and testing of security programs.
Before joining Talisman International, Dick was the Senior Director for Critical Infrastructure Protection at a security services provider for Federal government and commercial industries. In that capacity, he was responsible for security consulting services in the commercial arena, including energy, transportation, air and seaports, banking, chemical, and petroleum sectors.
Dick spent more than 30 years in NRC nuclear security as an inspector, investigator, and senior regulatory enforcement official, later as the Chief, Nuclear Reactor Security Program, where he managed the Federal government’s oversight of the power reactor security program nationwide and supervised a large staff of experienced inspectors. The program he managed included licensing, inspection, and testing of the nation’s nuclear facilities. Dick has a degree in criminology and criminal justice from the University of Maryland.
