Tom Martin is Vice President of Talisman and is a Partner in the firm. Before joining Talisman in 2007, he was the Director of the Division of Safety Systems for the United States Nuclear Regulatory Commission (NRC). He retired from the NRC with over 32 years of government service, 18 of which were in the Senior Executive Service where he held positions focusing on nuclear reactor safety and NRC security.

Mr. Martin's NRC career included various reactor safety and security assignments at NRC headquarters in Rockville and at the NRC Region III Office in Lisle, Illinois. Early in his NRC career he served as a headquarters-based inspector and inspection team leader. As an NRC senior executive he served as the Chief of the Generic Issues Branch; the Chief of the Regulation Development Branch; Deputy Director of Reactor Projects/Deputy Director of Reactor Safety in Region III; Director of the Division of Facilities and Security where he was responsible for NRC security policy, physical security operations at the NRC headquarters complex, NRC personnel and contractor security clearances, and information security operations; and finally the Director of the Division of Safety Systems where he was responsible for systems-related safety evaluations, generic safety issues, and evaluating proposed changes to existing licenses. Mr. Martin was a key member of the NRC Incident Response Team for reactor safety.

Mr. Martin has made presentations to the NRC Commission on safety issues at nuclear facilities and led numerous NRC inspections at operating reactors including the engineering portion of a major Independent Safety Assessment. He was the lead NRC executive for the development of an NRC-wide excellence plan and chaired a high-level oversight review panel for an operating reactor receiving significant NRC attention. Mr. Martin guided the NRC through significant changes to NRC security and emergency response programs following the September 11, 2001, terrorist event.

Mr. Martin began his career as an officer in the nuclear navy. Before coming to the NRC, he worked for General Public Utilities at Three Mile Island in support of the post-accident activities and as an engineer at the Susquehanna Nuclear Station. Mr. Martin holds an M.E. in Nuclear Engineering from the University of Virginia, a B.S. in Ocean Engineering from the U.S. Naval Academy, and is a licensed Professional Nuclear Engineer.
