Willis Bixby is a Senior Nuclear Safety Consultant to Talisman. He has over 35 years of nuclear experience in the private and pubic sectors including 10 years of commercial corporate and project leadership in strategic planning, corporate acquisitions and due diligence, safety, quality assurance, and regulatory and environmental compliance with Duratek, Inc and Scientech. As Senior Vice President for Environment, Safety and Health and QA (ESHQA) for Duratek, led the successful integration and consolidation of four companies into one consistent safety and compliance program and culture. He led the technical due diligence and transition of a $100M acquisition which doubled the size of Duratek. As Vice President for Scientech, led the successful integration of a $25M company that specialized in nuclear engineered products and decontamination and decommissioning (D&D). Prior to his commercial leadership positions, Dr. Bixby retired from the Federal government having spent 20 years with the Department of Energy (DOE) and four years with the Nuclear Regulatory Commission (NRC) in positions of increasing management responsibility. Dr. Bixby served as the Deputy Assistant Secretary (DAS) of Energy for Site Operations and the DAS for the Office of Facility Transition and Management which he established under the Assistant Secretary for Environmental Management. Prior to that, he served as a Deputy Manager of the Department’s Richland Operations Office and was responsible for the environmental cleanup for the 890 square mile site in Hanford, Washington. He also served as the Federal Project Manager for the cleanup of the only commercial U.S. reprocessing plant in West Valley, New York. Prior to that assignment, he established and managed the DOE’s Office at Three Mile Island Unit 2 and was responsible for the implementation of the DOE’s activities in support of the cleanup following the nation’s only commercial reactor accident.

Dr. Bixby has 35 years experience in the commercial and government sector identifying, managing and solving policy and project problems in the DOE and NRC nuclear programs. He has demonstrated skills in analyzing and resolving technical problems with proven experience in large nuclear and environmental cleanup projects, and demonstrated ability to work with and manage large technical organizations. He has significant experience in dealing with regulatory agencies including the NRC, Defense Nuclear Facility Safety Board (DNFSB), Environmental Protection Agency (EPA), and the state and local regulatory agencies where nuclear facilities are located. Dr. Bixby also has experience working with Congress, state and local government agencies on project and policy issues.
